The easiest way to make sure that your nation isn't over-represented in a competition or world that you are owning and running, is to remove your nation from it entirely.
As an interesting aside, GW did something different years and years ago in a 40k summer event, "The Battle for Ichar IV". They mapped out the planet of Ichar 4 using approximate earth land masses, then sized these proportionally to the amount of GW stores in each country.... USA and Canada were a pair of large islands on the left, Europe an archipeligo in the southern hemisphere, and the massive super-continent of Britian was divided into a series of provinces. And the areas lost or won depending on the results from the campaings, as played in those stores.

look at the trivia. Albion is an ancient name of Britain.
Also it doesen't matter if England was a major power in the medievals. Because fantasy-setting. With different timelines. Empire(and maybe Estalia +Tilea as well) is already in the late 1500/early 1600 renessaince-years. Bretonnia is in the High Medieval ages (and their peasants in the darkest age).
Albion is yet another time-period thrown in, when Britain was not conquered by romans and still followed the old ways, before roman civilization made them less fun ^^
So kudos to GW for at least one vrilliant idea! ^^
