Then I go for the army-wide buffs to armour, melee defence/attack and weapon strength. Elves are rather dinky in melee, and you'll be competing with large troops of Bestigors and stuff soon enough.
Finally, I go down his personal melee buffs for luxury. His ranged potential is fine, but it's a bit of a waste to have a Terror-inducing unit not somewhere in the scrim working their magic. I also pick up the 10% campaign movement along the way.
