Are they trading wine with you?
Got the achievement as the dwarfs, so unless the later iterations have bugs I doubt that's the problem. Look at the trade screen, all of the commodities should be lit up to unlock the achievement.

Dyes
And finally Gems and Beer, that only Dwarfs can build.
Your best bet is to try to trade with the Empire. The AI can be a bit silly in the way they build their provinces, so sometimes you will trade, but they have not built the required building. Better yet, trade with everyone and everything, even if you have to bribe them.
yes i have done that, i even planned out my campaign around the resource regions, for most of the game i had trade with the empire and other good factions, eventually i enslaved the VC and had a trade deal with them, im fairly certain i had all the pieces in place, so i was thinking it might be bugged
