Except that each new lord army cost +4 population from previous pool.
It starts as 2, then 6, 10, 14...
At some point generating new lords became a little bit trouble some.
The only hero who can get a +20 growth which equals 1 population is Archaon, but even so he needs 2 random generated things.
1 trait that gives +3 growth,
1 follower that gives +2 growth.
Castle lv 5 gives +5 growth.
Crown +5 growth (unique item, Archaon only.)
Tribes of Chaos +5 Growth.
These 2 random generated are pretty dam rare to drop. So he'll mostly end up with +15 growth.
Now say we want our 6th general new (not counting our starting LL). That would require 22 population, in other words it would take 30 turns for Archaon only, which has the highest growth. Then I would've to build the new horde from scratch which would take a lot of extra turns...
Any new general would require +4 population stacking from previous value... So each new general would require more and more turns, and it would also require turns to level up the horde.
So yeah, horde can get units almost free, but... It's not even close as it's for Norsca.
Im definately wrecking Archaon's parade and taking his stuff though.
To be fair this is a problem with all grand strategy games. Total War, Civilization, all of them suffer from that. Paradox games areguably don't because a lot of things can get screwed up after your ruler dies.
