Can't think of any other military role they could fill as well or better than full sized men. I'm sure that in a civvie sense, at home in the Shi-... uh, Moot, they do all the things big folks do but on a smaller scale. I assume they're afforded similar rights legally in the Empire as humans but from an individual standpoint that probably lessens the further you get from the Moot.
I never used them or saw them used in TT (outside of White Dwarf battle reports) though I did use Ratlings in Epic, they had their uses (along with Imperial Guard Beastmen)

I get this is a joke making fun of the "why aren't everyone women" thread, but halflings aren't strictly uncommon in the armed forces they just serve as scouts and skirmishers rather than frontline troops. They're actually really good in those roles (Halfling archers are some of the best in the Empire), most of them just aren't especially interested in fighting unless it's to defend their homes.
So the halflings have troops (halfling skirmishers), an elite unit: Lumpin Croops Fighting (Male Chickens), and an artillery piece! And they even have an Elector...
