What's the issue here? It's not as if your basket in the Steam Store is finite....
I don't know what that acronym means.
Unless you absolutly have to play one of these $20 factions, you don't need anything other than blood for the blood god. They appear as non player faction anyway. Best to save your money for the warhammer 2.
1) Play the base game. See if you like it. Play through a campaign. Go for the Long Victory conditions if you have the patience.
2a) Do you think your game needed more blood? If so, buy the "Blood and Gore" DLC.
2b) Did you encounter funky units in the Empire or Vampire Counts that you liked but couldn't access, or feel that your campaign as such needed a little more oomph? If yes, buy "the Grim and the Grave"
2c) Same for Greenskins and Dwarfs? Do you want another starting location as well? If so, buy "The King and the Warlord"
3) Did you encounter the Wood Elves? The Chaos Warriors? The Beastmen? Do you want to play as those guys? If so, buy their relevant DLCs.
4) If you are perfectly happy with the game you have, buy none of the above DLCs. If you want something that the DLCs do not provide, look at the extensive range of mods.
Well if you are interested in Woodelves, get woodelves. If you are interested in Beastman get them. If you like Empire and/or Vampires get Grim&Grave. There is no "must have"
If you dont buy Woodelves you get them as AI Faction in your campaign still.
You can also save the money and buy Warhammer Part 2 later this year to combine both Games.
I for my part, im a huge fan of this Game and played it almost 900 Hours. I bought, the Woodelf dlc, Beastman dlc and Grim&Grave because i love Vampires.
I played Woodelves alone around 400 hours and had alot fun with Beastman. And i want to collect all factions of Warhammer.
I did skip The Warlord DLC because i dont play Orcs and Dwarves and the Blood&Gore DLC because i dont need/want it. And i got Chaos for free as preorder.

First-hand experience is good, but a quicker method is to just find some good battles on YouTube for the faction you're looking to get and watch that. Plus, watching a human play a faction is much different from watching the AI play, and a good battle commentator will talk about different units and their benefits/uses and the tactical options they open up. I'd recommend milkandcookiesTW, but he's just my personal go-to source for battles; there are loads of content creators.
1.) Buy the Trilogy on Sale (WH1, WH2, WH3)
2.) Play the Kislev tutorial on WH3
3.) Find what faction/lord you would like to play
4.) Buy the DLC for the faction ONLY, it will often include a secondary faction, you can play that faction as well.
5.) Enjoy the game and don't care for anything else because EVERYTHING is in the game, you only need to unlock what YOU WANT TO PLAY.
6.) Don't forget to go to the TWWH Website and grab all the free DLC there and on Steam. Every DLC will appear in WH3.
Listen to my advice, I ended up spending over 100$ on DLC to "Get everything" ended up enjoying Malakai Makaisson (Dwarf) only, it was like a 5$ DLC on sale lol.
