Black Orc Forge

In Death Pass province (the original Greenskin province) Black Orc Forge can only be built in Iron Rock (minor settlement), however Black Orcs require level 4 Orc Barracks which can only be built at the capital Black Crag. Will the forge in Iron Rock benefit Black Orcs built in Black Crag?

Yes, that's the point of the special resource buildings.

In general, the bonus of a building is per-province. Exceptions will be stated (e.g. per-region, adjacent regions, or empire-wide).

Yes. Most building benefits are province wide unless otherwise specified, as stated above.
