Gameplay wise, their horde mechanic isnt too popular either.

2-They were preorder dlc
3-In combination with 2, Chaos is one of the main factions in Warhammer series. It's like making a Warcraft game and locking out Orcs or Humans. It's especially bad since Chaos was already in the game at time of release.
The outrage and demand to have them in though was pretty big, so they scrambled a faction together in the last minute and made them a "pre-order bonus", as well as free for all who purchased during the first week after release.
Now people were mad that they had to pay for them instead of getting the Warriors of Chaos for free should they purchase at a later date, since "they were already in the game" (so the arguments).
But we would have never gottem them if not for this route (so a CA statement), as there would have been no budget for it.
People also "hate" the campaign mechanics and that's pretty much the only point I somewhat agree on. While Chaos is my favorite faction in the game, the campaign gameplay needs some quality of life changes.
That's pretty much why it is so hated.
It sounds like I might be better off taking this one off my wishlist and putting the beastmen/elves on for getting later instead then.

If you don't mind playing with mods, there's one mod that fixes almost all the issues I personally have with the Chaos Campaign.

The claim that Chaos is worse than the Beastmen in every overall way also doesn't hold true in my opinion.
Chaos has some points where they are better than the Beastmen, while the Beastmen have some mechanics that sometimes just get in the way.
If I were you, I would watch some gameplay or playthrough videos on youtube above those factions and then decide.
Those usually give the best impression about how a faction plays
Biggest problems with Chaos is replinishment outside Norsca is painfully slow and the attrition you take if you have reinforcing armies.
If you can deal with those issues, it can be a fun campaign.
The hate mostly comes from it being a pre order dlc rather than a normal dlc, + it being an extremely popular factions that peoples felt should be in the base game (I'm personally more interested in wood elves and bretonia than chaos (yet neither of them are among my favourite warhammer races) so I'm not really concerned by this. I understand the logic of the argument though.
I would say that dlc isn't bad considering its lower price. I don't have the beastmen dlc (only one I don't have, because I'm not interested in beastmen at all so paying 15+€ for them is a big no thanks for me) so I cannot compare, but I'm pretty sure the content of the beastmen DLC is quite poor when compared the the WE dlc of the same price.
The campaign isn't that bad, and tbh it's probably the short campaign that is the easiest to finish in legendary by far. A few hours of deathballing with 16-17 chosen +3-4 hell canons with only auto resolve and a few agents overleveled by acting each turn and you'll get empire+ bretonia dead in a few hours= gg. if you pass the first 10 minutes nothing can really go wrong.
doing it like that is quite boring though, so that's that. But i'd rather have fun in lower difficulties that aren't that punishing for trying more original stuff, so it didn't really matter to me.
But here's my thing. If a new halo wars was coming out and they locked the covenant behind a dlc pay wall how would you feel about that? Or if you're not a halo fan any rts where the main villain was locked behind a pay wall. Almost every single problem in the Warhammer universe can be traced back to chaos in one way or another. And since we have no other chaos factions the WoC represent chaos as a whole for all intents of purposes. Not to mention it was day one dlc.
