No, you need to do work.
I've had friends that have been banned for using them even if you use them offline and then come back online.
All you have to do is beat each campaign once and it doesn't matter which type of campaign victory you achieve.
If you've bought the game and can't even complete a single campaign for whatever reason, I'd consider your purchase somewhat of a waste.
Ahh, hardware not good enough? Not even with small unit sizes? I've heard talk of some low particle and low effects mods you can try out.

If it were to be applied to this game, you'd have to complete an Empire Campaign before you could play Dwarves, Greenskins and Vampire Counts. You'd still have the same number of playable factions/races you paid for when you bought the game, just with an artificial barrier between you and the content.
The DLC races are more akin to Hungary, Sicily and Aragon, which were added as playable factions for the Grand Campaign when you bought Medieval 1: Viking Invasion.
And no, I'm not a fan of unlocks like the ones for Sathoreal etc in this game, or the unlocks in earlier Total Wars. I'd rather play a faction/race/campaign because that's what I want to play, not because I need to to unlock content I paid for.
