Edit: You were asking about that dinky nose gun. Just order the bomber to attack a unit like you normally would.
Clicking on the bomber and then holding your mouse on an enemy unit should give you a ranged attack cursor, as if you were attacking with archers or something. That's how it works in my game, so maybe you have a mod installed that affects behavior?
You might not be telling it to attack. If you right click a bunch on a target, sometimes it will register on the ground and it'll just move there instead of attacking, even though it looks like you thought you were telling it to attack. Only right click once, or twice, and it won't do that.
I believe the only ways to tell if you are in melee mode; is if you select them and hold you curser over an enemy and it doesn't turn your mouse into a target icon, or if the button is slightly highlighted on the unit screen. It's a crossed swords icon near 'Guard mode' and other unit functions.
You can hit "F" a second time to bring them back into ranged mode, with the unit selected. Confirm it is back into ranged mode by hovering your cursor over an enemy and see if it turns into a target.
Hopefully this works, but idk. I can't replicate this in my own games, so I'm scratchin my head at what is causeing it. GL.
