One simply needs to keep sacking settlements... very often you can get 10-20k from every capital, so that should keep your tresury quite high, even if your income in -5k every turn...
At one point in a late game as chaos, I had -15k every turn, but had a tresury of around 400k, so it really didnt matter!
That means that there's still a cap on how many Hordes you can have without going into the red. The idea is that it's fine to go into the red, since you'll make so much money through raiding and especially settlement razing. When you get ten thousand favor from a single settlement raze, being a bit in the red isn't a big deal.
Pretty much. OP, don't worry about trying to run a balance economy, because even with the upkeep skills it'll never happen. You just need to make sure that your looting income is enough to sustain your armies.
Around the mid-game, once you've got a few stacks going, you should consider paying Athel Loren a visit. The Wood Elf regions are all rich and ripe for looting.
There is a skill chain that enhances your gains from raiding, looting, and sacking.
The buildings are almost exclusively upkeep reducing because you're improving your means of worship rather than generating income. There is no money or trade. The only building that generates 'income' is the palaquin of trophies (for chaos). These are literally grisly offerings to the gods so you are rewarded with a small of amount of favour each turn, but it's more than it may seem when chaos warriors cost 60 upkeep.
If you procrastinate you lose favour and suffer for it. Going in to the red is a good thing though. More hordes and better units means more chaos favour more often.
Upkeep reduction, reduced recruitment costs and increased unit experience are a powerful combo and stack with different hero's as long as they're in the same region. You'll be able to recruit at rank 9 for next to nothing eventually so it's better to merge and recruit, never get into the habit of waiting for replenishment unless you absolutely have to.
Early on in the game and/or with a very basic army only. The income-producing horde buildings for both chaos and beastmen are high up the building tree in terms of horde population.
When you have a level 5 Horde and the -% Upkeep building in addition of the -% upkeep on their recruitment buildings, you'll be under your amount of Background income.
If you also produce the Pillars of skulls to get the 300 income.
To get the achievement of having 5 Pillars of skulls, I just made one off Generals and put them raiding stance in the chaos wastes, They would eventually level up and I would get the +Horde Growth and when the horde got to level 5 get the pillars of skulls. 1500 income is actually pretty good.
Unusual way of playing as Chaos, especially when one-off generals are increasingly expensive on horde growth. Not sure I could stomach reliance on chaos basic infantry beyond the first 40 turns though.
It does sound like a viable way of getting the pillar of skulls achievement though. Not possible for the Beastmen with this method since they lack income producing buildings whatsoever.
