If you can't find an 8th (they're like gold on Ebay..), the bulk of Lore is more or less the same on down through 4th Ed. If fact, ignoring rulesets, I'd start with that anyway as most of that lore is written by the originators) You can probably find free PDFs online.

Too much gameplay no answers or background?
Hi,
It's the best place, though it's centered around the Old World exclusively at the moment. For your information, this game is being released as a trilogy. Ultimately the 3 games will be able to combine together to give a more complete experience. All the 8th edition armies are supposed to be included. This will literally be a tabletop gamer's dream come true :D
Regarding the books and miniatures. I did get into that years ago. It's a costly hobby, the books aren't cheap and the miniatures are quite expensives. But it can be alot of fun !
Before investing any money, I'd suggest looking if there are other players in your local community, if there are shops or any places where games or tournament occur. If you find gamers and places to play, I would suggest getting in touch with them, go watch some games, see how it goes and if you can fit in. As an example : The city where I live only has 1 shop where people gather to play warhammer and it turns out most of the few players are... not so pleasant to say the least... If I had knew that, I would not have invested into a full army. I don't think you'd want to buy books and miniatures only to let them gather dust on a shelf. Well that's what happened to my Dark Elves... At least it was an impressive set of decorations lol !
Then, before buying any books I'd suggest searching on the internet for .pdf of older versions of the rulebook and army books, they're easy to find. It's just so you get an idea of the basic rules and the complexity of the game and which army interest you the most, so you don't waste money on an army book you'll end up disliking.
Now the miniatures. You'll have to paint them, it's not that hard unless you're totally unskilled, yet you can always learn if it's the case. If you never painted miniatures before I suggest you buy some very cheap miniatures and experiment on them first (I did even experiment on little green plastic soldiers lol). There are also books and .pdf available to learn some techniques for best results.
Then, it's playtime !
I would caution you against going into the miniatures right now, unless you want to collect them on their own merits. In other words, if you think the models would be cool WITHOUT the game, then GW does make some excellent models. However, the game itself is in such a state of flux right now that investing in the models might be a waste of money.
