Do I need that particular DLC for this specific unit or is it located in only certain regions in the map for the building required to train them? OR could it be possible to ask them to join my confederation so that I could get them this way? (might be easier) I'm so confused, sorry guys.

You'd need the DLC to recruit them, even if you somehow got your hands on a settlement that includes the Ranger Barracks, without the DLC then you'll still be prevented from recruiting them.

If you confederate and they have them in their army you will get them, but you will still not be able to recruit new ones.
