Level 1 and getting hard/holy potato level contracts?

I couldn't even complete the cakewalk contracts but now all I'm getting is either hard or Holy Potatoes. I've played for like 4 hours now and still haven't leveled up. I'm just trying to level up all my peoples before I go to the next workshop. What am i missing, not getting, or won't find out until i upgrade my shop?
