Report a translation problem
I've looked into this as it shouldn't be the case. Apparently it's a side-effect of users abusing the new refund policy, as a result it's no longer possible to earn trading cards in less than two hours from any game. It's frustrating as a lot of effort went into creating the community assets and unfortunately, it's now harder for people to fully enjoy them. Fingers crossed Valve will refine their refund policy and everything effected by it as time goes on.
