Happen both on DW8 and RTK 13 too, almost all Koei Game do.
If it don't work try install a fresh window and then uninstall OneDrive as soon as possile
I can play 14 but can't play 13
Everything was fine when i start the launcher and click low screen, no frame, Hardware mouse and click start game
The program did appear and for 2-3 sec then It's just gone
I try everything tbh
I did delete anti virus, Update graphic driver, update window, Reinstall, Delete save, change region, Delete onedrive, set screen, off movie, Install directx

I used to have this crashing issue but setting that option to middle ground solved it for me, might do it for you as well.
Hey, thanks for your suggestion. However, I tried every possible settings change to no avail. You sart the game from steam, it opens the launcher, you click "Start game" button, steam shows that you're in game for couple seconds, then returns to idle state.
If possible, can you try to launch one of .exe files (e.g. San13PK_en.exe) directly and share what it does? I tried to do that, and every .exe, except the launcher and original sangokushi I game just throws an error.
My in game settings are as follows, and I experience no errors whatsoever.
OS - W11
Resolution 1280x720
Window - Window
CG Quality - Standard
Movies - High
BGM, SE, Voices - On
Cursor - DirectX(R)
The only possible explanation I can think about is your PC missing out some older Visual C++ runtimes, since those haven't been tried out yet according to the earlier posts made here, I mean, this is fairly old game and some of the latest stuff might not be able to comprehend its inner functions when it comes to the coding side, though I am no expert on that field, could be at least worth to check that out.
You could also check if you have the necessary video codecs installed.
Delete the documents folder in your user profile for ROTTK 13, and reinstall game.
I lost my saves, but it is a small price to pay for being able to play again.
