Specialty Items
For these quests I can see that there is no specific city I can move to.
Do I just 'Investigate' the city I am currently in until I find the item the NPC is looking for?
Is there a way to ensure I would be successful?

not investigate, just check the merchant (buy spec) in every city you go to.
I got mine from 2 towns over iirc.
Just check the neighbouring cities one city away from the city you got the mission from. Buy the item from specialty merchant.

I have gotten the items from the same town before, the following month. Also the quests are random. If you get one you dont want to do, just remove it after accepting and then give the officer another item to trigger a quest and you may get a different, easier quest. Sometime the items they ask for are expensive.

This might be nice to do but there is a cost to the second item you have to take in consideration as well, especially when the target officer does not have any preferences in any specialty (hate it when they are not drinkers ;P )

I love when they are drinkers and all I have to do is "solve" the riddle for legendary wine lol. Every time I've had to find an item, it's been in a nearby city though so it wasn't too much trouble.

Which officer has no preferences? and how do you get them to offer a quest then? I always use items they want to do it.

I'm saying if an officer does not have any vice of any sort, ie no greed in any item, it's hard to give them an item to get them "grateful" status to trigger a quest on subsequent attempts. Some don't actually want to receive your gift at all.

Oh yea I see your point. I guess the only other way is to fight in battle along side them. Or support their council suggestions
