You lead more troops by getting titles
Troop regeneration is based on city tech
I also found that the investigation command is very important to winning this game as you can find new cities to pressure that weren't on the map before and of course the other benefits. I usually investigate cities constantly until I get no results, then I come back later to repeat the process.
Higher fealty increases your recruited troops every period. Recruiting troops increases your army pool which consists of able fighters, wounded and returnees.
Your troops are probably dying at a rate higher than what you recruit every period. It's really hard to build a force when AI is constantly slaughtering you. Either find a ceasefire or pray AI find another target. BTW, ceasefire is not too hard to get if you negotiate it personally.
Also, does anyone know the rate that the soldier recruiting at, is it monthly or daily???
In my game, Liu Biao max out his troop at 100k at the castle and just sit there but he doesn't seem to have the max population.
