To find the message entry for 'Zhang Yue', first find his 'Officer Num' in 'Historical Officer' which is 397. 'Yue' is the first name, so scroll down the list box in the 'Edit Msg File' dialog and look for '武将名397' (you can also use the 'Find' menu to search for 'Yue' and it is the entry with 397 in title).
Note that the string resource in the editor is pre-defined, so your change to the msg file doesn't impact the display in the editor.
No. It is unlikely that the editor will add this functionality.
The game has a preset list of scenarios in the executable.
The editor only allows editing init stat if you open a scenario file. The list view still shows 'Base LEA' as the column name, but the data is from init stat.
I haven't localized the readme file yet. But somebody wrote brief guide for one of my other editors before. These editors all have similar functionalities, so you can take a look to get some ideas:

Thanks for the reply! So any custom scenarios I make will have to edit existing ones yes?
Would you mind if I ask you to make editor of Sengoku Risshiden be able to edit base wood/iron production of castles of each 'kuni's? I think that data about this might be in fixdata.n14.
editdata.s13 doesn't store model data. It is determined when you start a new game. You can only change it in memory or save file.
To edit the model of Original Officer in memory or save file, go to History Officier menu and find your original officer in the list view (starting from Officer Num 700). Right click and choose 'Hidden Properties'. Model can be changed in the popup dialog.
I am able to find the name and change it but it doesn't allow me to save after.
When you click ok in the 'Edit Msg File' dialog, the editor will automatically save the change.
