Guan Yu is probably just being a jerk. I recall in the base game that if you became sworn siblings with someone who had some already, you get that bond with all of them. I guess there is a possibility that the PUK did something to the Three Bros but I haven't seen it mentioned anywhere.
When you gift items, try to get the Interest emotional state to trigger first, if you haven't tried that already.
If you are playing as a created officer (like I do most of the time), then a good rule of thumb is to actually start the game by serving the target's ruler before attempting to bond with them.
EDIT to add: Another issue is that the value of the items in question. If you give him a lot of items that have a value of 5 for example, then you will be bound to have a lot harder time than giving them an item that have a value of 20. Items that have a value of 15 or greater is good gift fodder.
I've tried all sorts of gifts ranging from 5 to 25 value, so far no luck =/
Actually I didn't get any sworn siblings yet.
I think unless you play fictional (and edit?), it is impossible to break those special bonds.
