Historical officers not appearing in any scenario

So, I was trying to make an event about Cao Pi's ascension featuring his mother and brothers when I realized it was impossible to trigger it because Cao Xiong doesn't appear in any scenario.
He's not featured at any starting date (not even in the 219 scenario which should be set just a year before his death) and I also don't remember ever seeing him anywhere outside the "Heroes" scenarios (where every single officer in the game is active at the start).
I thought this was baffling since the lack of officers is one of the the game's issues and Koei went all the way to even include Cao Chong in the historical scenarios but, anyway, I removed him from the event and tried to use Ding Yi instead...
Guess what? I couldn't find him anywhere either.

At this point I'm wondering how officers has Koei forgot to put into the actual scenarios (seriously, there's no other reason to have characters like Chong available and miss Xiong), I'm sure they are not the only ones.
Also, is there any way to fix this issue with Van's Editor?

Problem is also, cao xiong is dead before 220 so why feature him in the coronation of pi?

He kills himself after Cao Pi summons him in the novel (and the game use novel dates and events anyway).
History-wise he died around the same time.

ohhh well the editor tells me otherwise, in the editor he dies 219 and the coronation was 220

They even marked him with "unnatural death", so they definitely used the novel version of the events.
Still, my point is that both him and Ding Yi (along with other officers) don't appear outside the two extra scenarios.

I am away from my PC for a couple of days but curious about this. The seemingly obvious fix would be to set his status and date of appearance using Van Editor. If you pull him up in a scenario and his status and/or appearance date seem out of place, that might be your culprit.

I have the PUK, but the game doesn't work like that.
For example, extending the life of Zhang Jiao won't make him appear in any scenario after the YTR one because he just isn't in the pool of officers those scenarios deploy.
Beside that, Cao Xiong's lifespan is already correct, he just isn't in ANY scenario.

I've run into this problem with a few characters, though I can't remember which.
So in the end I gave up and just resorted to remaking the character in edit mode (with the same birth/death dates, family, stats, and character portrait) so that way I could forcibly place the "edit" character into whichever scenario I was playing, so that way it could trigger my event. I did the same for non-officer characters too like Emperor Xian, Sima Hui, and Hua Tuo.

There's even an officer (number 899 in San 13 editor), when enabled there's no name (must edit scenario) but there's a portrait used by no one! Who is him?

Oh, there's 7 characters using true portraits but none of them are used. There's 3 female and 4 males, and I just enabled them now and portraits are place holders I think so they're dlc? Like Japanese one?

Yup there are 7 DLC characters released with the expansion. They're not related to the missing Cao Xiong/Ding Yi issue though.
