Hello Steam and Steammers !!!

I am a big fan of the Romance of the Three Kingdom Series, particularly SAN 11 or ROTK XI. Will the eleventh edition with the expansion pack be available for purchase any time soon ?

Koei is re-releasing all their older games on Steam with their expansion pack, so they'll get to RTK11 eventually (they are at 6 now), but of course, it will be Japanese only.
An English release on Steam is pretty much impossible.

Impossible as in it isn't possible for them to properly translate the old games? Or that Koei doesn't care enough about their English customers?

The latter. The English fanbase for these games is mniscule in comparison to their eastern counterparts, it just makes no sense for them to hire a bunch of translators and UI designers to make a bunch of old games playable to a small number of people

To be fair, their Japanese fanbase is pretty damn small too if you look at the sales (not that I can blame when Koei sells a 12 years old game like Kakushin at full price and titles from three decades ago for a little bit less than that..), but yeah, the point is that they'll never spend money to localize older titles.

GIven that ROTKXI already has an english PC version still on sale, it will be an "head extremely up the a**" move skipping the english version here.

The English version of RTK11 isn't up to date and it doesn't include the expansion pack (which is pretty big as usual).
Sure, they should have a partial translation ready, but you could say the same of Kakushin.
Almost every PC-98 title they have released in the past months on Steam also had a full English traslation back in the days (although in the form of DOS/WIN ports).

To be honest, these translation projects sound like good canditates for kickstarter-type crowdfunding campaigns. Set a target that covers the costs and everyone who pledges a pre-determined amount would get the game in question if the campaign succeeds.

If it fails, nobody loses anything. If it succeeds, KOEI gets to expand its catalogue to the rest of the world for free and the fans get their game too. Win-win.

Would be an interesting experiment from a market research standpoint too if nothing else - to see how many people really want these games and just how badly they want them.

I played RTK11 to death and would buy it in an instant - especially since Windows 10 refuses to play any of my old games which require disc in drive. I played the Mandarin version, though - is there any chance they'll do the Mandarin versions if not the English ones? If I recall correctly the Mandarin one was one of their original versions while the English version was a community-made patch, wasn't it?

No, it had an official English release (although without expansion pack).
All the games they have re-released until now had the expansion pack bundled and the were Japanese only (no Chinese either).

This makes no sense what so ever. I have ROTTK XI on hardcopy and its English. they must already have the files somewhere. I know I have it but I would happily pay for it again on Steam

The Power-Up Kit didn't get a translation and the RTK coming out on Steam are updated "with Power-Up Kit" versions.

not really make that 256 and I still have few more to name.
tbh if you want to progress you need english fanbase, but KOEI is notoriously lazy and discriminating, sometimes they throw english sometimes they just don't there is no consistency.

for example SW or DW or WO, some stuff is in english but the sequel is not that's annoying and irritating.

for example SW franchise the recent empire mode is Japanese only what a joke, I don't want to play as Mitsunari or Honda or Oda or Takeda I want to make my own char and explore the game.

I like Empires game the most since I can make my own char.
