It's supposed to be basic as you're supposed to change it. If that makes sense.They chose something minimal for you to modify, build off of or completely scrap.

That game looks like fun!
After the non-so-great success of 2k3 it looks like Enterbrain seen it wasn't a needed feature after all to put work on, so they ditched it. They were able to shut down the dissapointment of some fans with the powerful tool of RGSS to make it happen if you really wish so anyway.
On average you can say that XP was an attempt to ditch as many non-popular features as possible to make a quick and easy release, while answering any dissapointment with RGSS. VX was kinda in the same boat, but the sheer ammount of features removed was a way too much to compensate them with RGSS2 and some novelty, so they had to actually make VX Ace happen.
My opinion, of course.
