The bad part is that doesn't support scripts, but you can program using events.

So yes, it's an updated older program and arguably the most used and has the most resources, but in terms of "better" Ace is currently the best as scripts cover what isn't in-engine. However, 2k3 is by far the more friendly maker. I got it purely for nostalgia sake and to crack out my old Secret of Mana game I started back when I was in 6th grade on this engine.
It's still a really neat tool though. I used to use it back in the day, and though I never made anything of note out of it, it was pretty cool. I wouldn't recommend it over VX Ace though if you had to pick just one.
Or do they changed the charsetsice to 32x32 Pixel?
And is it true that Event Grafics cant be bigger than the 16x16 Eventbox?
More kinds than that. I'm a 2k/3/Ace junkie. Well, RTP junkie actually (except XP. What the hell were they thin- uh, ahem). So, yeah, not as easy to group as that.
Frankly, it's a great little engine that is a lot easier to use since you're not screwing around with a ton of scripts. It helped to shape a lot of great game creation conventions and is a great way to challenge yourself to push the limitations of your eventing to get what you want out of certain systems.
