How do I properly create tilesets and character sheets?

So I mostly have tilesets down, I've actually already created some for my personal use.

However, I always struggle when trying to create character sprite sheets, and aligning them.
What I mainly need to know is: What is the proper dimensions for a single sprite, and a sprite sheet in RPG Maker 2003? Googling this question brings up multiple conflicting answers for multiple versions of RPG Maker.
I have tried exporting the default actor sprite sheet to study, but since the background is all one color, it is extremely hard for me to figure out where one sprite ends and another begins!
I'm just using mspaint with the grid view on. I have an old version of Photoshop, but don't know how I could utilize it to help me put character sprites on a sheet, or align character sprites! This is also something I probably also need help with.

I understand how to use RPG Maker 2003 very well, I just don't particularly grasp the multimedia parts, since I have no real experience in digital media, and using default RPG Maker sprites only gets you so far.....
