Report a translation problem
It sounds like maybe the wrong keys are being processed (e.g. Alt instead of Space/Enter), though I have no idea why Tab sometimes makes you move randomly; I can't get it to do anything. >_<
I've used RM2k3 on a laptop without a keypad for well over 100 hours without any problems, so that's not it. =)
I don't know at what level RM2k3 intercepts keyboard input; are you using a non-qwerty keyboard layout?
Esc is the only key that works as intended. Space and Enter don't do anything. Alt is used to confirm selections. All keys between Z and M bring up the menu once you're on the map screen, and also seem to close it if pressed again.

The only odd thing about my setup is that it's a Surface Book, but I've gotten both old and new games to work on it before without issues. Everything from Unity-based games, to the Witcher, to various RPG Maker titles, to Assassin's Creed Rogue. I had a couple of weird mouse issues due to the lack of a scroll wheel and the inability to hold down two mouse buttons at once, but that's about it.
The keyboard has been more or less flawless up to now. I have to wonder if this thing is just so old that I'm going to have to shell out for that $80+ version if I want something that works on Windows 10. >.<
EDIT: I found something in the stickied threads that helped. I didn't see how it was related to my issue at first because it was related to the keyboard not working at all, whereas mine was working intermittently. Downloading this keyboard reset thing seems to have fixed the issue.
For me, it was the keyboard keys that locked themselves on a pressed state. The little executable in the said stickied thread helped me to delock those keys.
