Luckily you can also use MP3s, although larger in file size and some issues with looping, so any software for that works.
Yeah that's what I answered.
I used something called Midi Maker back then but it didn't seem to be around anymore.
I only know 2 music trackers that are open source : OpenMPT and MilkyTracker.
OpenMPT has more handy features (like directly exporting stuff to a specific format, and can import midi) but I got used to MilkyTracker already.
These aren't super easy to pick up, but there's enough documentation and a few tutorials around the internet.

Though it maybe tricky at first, you can always find hungry Chip-tune Musicians and other Midi/Wav/MP3 Artists out there. Chimeratio is one of mine... ;)
