If the first then use any software you want really. But the resources can't be more than 256c and there are restrictions to the size.
If the later, then there are resources online such as http://charas-project.net/resources.php?lang=en , just keep in mind that a lot of resources online are in fact from other games so not a great idea if you're out to sell this.
As for finding people, not sure, I know some great spriters but they are all busy with actual jobs.
also i've tried using charas project, but rpgmaker2k3 doesnt want to accept the files so ima stumped.
In what way doesn't it work?
As to making them yourself, use any paint software of your choice. Paint.net is popular and gimp as well. I prefer Aseprite but that's just me. If you need tutorials and such, http://pixeljoint.com/ is always a good way to start. Take the advice that is reasonable based on your ambition and don't try to be a pro.
And of course, remember size and colour depth restrictions.
