Need help with lagging on Windows 10

I already fixed the crashing during start with making a config file, though as the menu works smoothly, it have big lags while driving. Any way how to configure game to work well on Windows 10? I can say it is a gaming computer so it is no way it's too weak, might be too strong, but as far it is the only old game that I don't know how to set it right.
