It also matters if you mean both the mood/themes and the point-and-click style of play.
If you don't need it to be point-and-click and just need the dark mood/themes and/or a character resembling Fran, I'd say:
- Little Nightmares (2.5D movement with puzzle platforming and survival horror elements)
- Gris (platformer, can be seen as quite dark depending on interpretation)
- Buddy Simulator (not sure how to describe this, as it's better going in not knowing anything)
If you need a point-and-click more than a match to theme/characters, then...
- Either Bad Dream: Coma or Deep Sleep (both of these take place in other realities)
- Don't Escape: 4 Days To Survive (Tragic, post-apocalyptic)
Beware, none of these is super close to Fran Bow. They're just the closest I can think of right now...
