The Babies in Chapter 1

so in chapter 1 of the game (ive played this game many times throughout the years) i never understood the baby and the significance to the game. There are two, one says "My path to life has been denied," and so on, the others umbilical cord is like tied to the skeleton upstairs, assuming they are the same child, what is their story? why are they in the game? do they have a meaning to said game? who is/are they?

I would suspect they were both analogues to how Fran feels at that stage of the game, considering the situation with her parents (however you want to interpret it).
