TLDR
If you purchased the Fran Bow Original Soundtrack
Right click on the Fran Bow game name on the Steam Client software Library screen (left side of this screen). On the resulting menu that appears, select Manage, then Browse local files.
If you purchased the Fran Bow Remastered Soundtrack
Right click on the Fran Bow Soundtrack Remastered name on the Steam Client software Library screen (left side of this screen). On the resulting menu that appears, select Manage, then Browse local files. If you don't see a separate line item on the left side of the Library screen for the soundtrack (and you purchased the Remastered Soundtrack), make sure you've selected the "Soundtracks" checkbox in the top-left corner of this library screen (the Drop-Down box that allows you to select any combination of Games, Soundtracks and/or Tools) below the line labelled HOME

If you purchased the Fran Bow Original Soundtrack from this page: https://store.steampowered.com/app/404840/Fran_Bow__Original_Soundtrack/, then you can find those files in the Steam Client software Library Screen by right clicking on the Fran Bow game (on the Left Side of the Steam Client software screen--the list of games you own on Steam) and selecting Manage/Browse local files.
The Original Soundtrack files will be found on the resulting Files Explorer window under the "Fran Bow Soundtrack" folder. If you installed Steam in the default folder location, the complete path to those files will be (on Windows computers):
c:\Program Files (x86)\Steam\steamapps\Common\Fran Bow\Fran Bow Soundtrack
If you purchased the Fran Bow Remastered Soundtrack from this page:
https://store.steampowered.com/app/1124030/Fran_Bow__Soundtrack_Remastered/, then you'll find those files by a similar method, but you'll need to ensure that you have checked the Soundtracks checkbox near the top left of the Steam Client Software Library screen. These checkboxes are right below the menu picks that say "[STORE] [LIBRARY] [COMMUNITY[ [STEAM PROFILE NAME] and below that where it says [HOME].
You can check any combination of Games, Soundtracks, and/or Tools from the drop-down menu here. The Remastered Soundtrack shows up under the Soundtracks checkbox, the Original Soundtrack shows up under the Games checkbox. If you purchased the Remastered Soundtrack, there will be a separate line item below the Fran Bow game line item which is called Fran Bow - Soundtrack Remastered. Right clicking on that line item and selecting Manage/Browse local files will take you to those soundtrack files.
The Remastered Soundtrack files will be found on the resulting Files Explorer window under the "Fran Bow - Soundtrack Remastered" folder. If you installed Steam in the default folder location, the complete path to those files will be (on Windows computers):
c:\Program Files (x86)\Steam\steamapps\music\Fran Bow - Sountrack Remastered\
