You asked if you have to plant the seed you found and if so, what should you use. As Tea said, yes, you do have to plant the Moonlight Seed you found in the Twin's House. You can find a hint about what you must plant the Moonlight Seed in by examining a particular picture hanging on a wall in the Twin's House.
This picture is hanging on the wall in the room in the Twin's House with all the cakes, cupcakes, and other desserts. If you click on that picture, you see a close-up view of it, and Fran will make 3 comments about it. You'll also see a bloomed blue Moonlight Rose in that picture, along with what it is planted in. This may answer your question about what to plant the Moonlight Seed in. Caution: this picture is NSFW, and is the reason the Fran Bow game has a rating tag of "Partial Nudity" and one of the reasons for the ESRB Teen rating.
You may also want to know that while Tea's answer to plant the Moonlight Seed in the room through the window to outside the Twin's House where there is water and the toad is definitely correct, that's not the only place you can plant the Moonlight Seed to produce a blue Moonlight Rose.
You'll need to have Fran take a red pill to reach the other room where the Moonlight Seed can be planted. If you take a red pill anywhere inside the Twin's House, you'll wind up at the bottom of a well. I believe you have been there before during your gameplay. Do you see anyplace in that room where there's water and moonlight? You can also plant the Moonlight seed there. The Fran Bow game has several puzzles that have multiple ways to solve, including this one. In my opinion, this adds to the replayability of the game.
