It looks like @LaurenBunny provided you with help on the lemon puzzle earlier in this thread.
I thought some more info on getting the fish might be helpful.
Here are some things to consider . . .
Looks like you've already completely fixed the fishing rod based on your original post.
If Fran says there are no fish where you're at, then there's no fish there. No point in trying to use the fishing rod there.
Also, there's no point in trying to fish from the boat (or anywhere on that lake or on the shore of that lake.
Have you seen any other scenes in Ithersta where there is water that might have fish in it?
If you click in the water in that scene, Fran will tell you if there ARE fish there or not.
In fact, you'll probably see some if you look closely even if you don't click in that water.
This doesn't totally solve the puzzle for you, but I hope it helps.
