To me, it's not clear from your post if you wanted a general hint about what to do to get the wand, or if you've been trying to move the wand from hand to hand on the Valokas statue, and just not been successful .

Since this pic gives the exact solution, you may wish to avoid using it until you're sure you've been unable to solve it on your own.

I'm sorry that you're having trouble getting the wand in the Fran Bow game. Since you're asking if you have to push a button to pass the wand from hand to hand, I have to assume that you're playing with a controller, is that correct?
I did just try to play this puzzle using my controller in Big Picture mode since there is no native controller support for the Fran Bow game. I did successfully pass the wand from hand to hand using my controller. And you DO NOT need to do anything other than move each hand close to the other (in the correct sequence) to actually pass the wand from hand to hand (no button press or mouse clicks or keypresses required).
If you're not successfully passing the wand, then I think you must not be putting the correct hands close enough together when you expect the wand to pass. Each hand has only two positions. Did you look at the spoiler hints in my earlier reply in this thread? The last spoiler tag in that reply contains a link to a picture which was my attempt to explain the order that you move the levers on the tree next to the Giant Valokas statue to pass the wand from hand to hand. If that's not helping, please reply to let me know.
I don't think you're experiencing a bug here, but if you want me to look at your save game file to see if I can solve the wand puzzle from your gameplay, I'd be happy to do so. That file is called "savedata.ini" and is located here (on Windows computers):
c:\users\<Your Windows Login Name>\Appdata\Roaming\Fran_Bow\savedata.ini
If you upload that file to a cloud source and reply to this post with a link to that file, I'll take a look and let you know if I was able to solve the wand puzzle from where you left off in your gameplay.

Oh I actually beat the game today, the mistake I was making was not realising that when a hand is close to the wand, pulling the lever for that hand will make it take hold, I was looking for a seperate button for the transitions.
It's a little awkward actually, a few minutes areter my first comment I looked at the link and tried it, thus discovering that the hands were capable of grabbing the wand with the levers.
So thanks for that.
And nope I'm on my laptop, using my mouse to play.

Thanks for replying again. I'm glad you got it all sorted. And thanks for your comment about the awkwardness. The devs are always interested in knowing what players think about puzzles after they are solved in their games.
As for me not remembering that computer mice have buttons too, even after my comment about no clicks being necessary, well that's awkward too!
