Since I see that you also posted in the Bug thread with this issue and posted in both Spanish and English there, I will cross-refer that post in the Bug thread with this reply, but there isn't any need for posting about the same issue in two separate threads though. I have replied in English which is my native language since it appears you will understand this reply.
I believe that you are looking for the feather in the right place--in front of the large "Seasons clock" that Cogwind the Clockmaker fixed earlier in the game in Ithersta. However, it sounds like you have not yet triggered the initial sighting of Palontras flying through the air before he crashes to the ground in front of that "Seasons clock" .
You can do this in any season, but this must be done first before you will be able to find Palontras and his feather in front of the "Seasons Clock". The next spoiler will tell you where you must be in order to trigger the event of Palontras flying through the air before he crashes in front of the "Seasons Clock". You may wish to revisit areas in Ithersta on your own before you reveal the next spoiler below to learn which game screen you must visit to trigger this event As a hint about this, being at a great height will help you to spot Palontras flying .
Go to the screen above the Great Wizard's cave (climb up from the outside of the Great Wizard's cave). You'll see an animation of Palontras flying in distress before he disappears from that screen. You can then go to the "Seasons Clock" screen and will likely find the feather there.
The issue you referred to about being at the beginning of Chapter 2 (in the sewer pipe just after having escaped the Asylum) when you started playing the game again after having stopped playing previously is a separate issue that I'm not going to address in this reply unless the issue happens to you again. If that's the case, please post again here and I'll try to help you with that.

You're certainly welcome AryMoon. I'm glad that you're back to making progress in the Fran Bow game. But I am a bit concerned that you have to keep restarting the game in order to make progress. That shouldn't be happening, and I'm not sure what might be causing it.
You may wish to "verify the integrity of the game's files" to ensure that all the files are correct and present in your Fran Bow game's folder. Instructions for doing this are here: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335. This might fix the issue you've experienced
You may already be aware of this, but there is a "Chapters" Menu off the Fran Bow "Main Menu" which you see each time you start up the game. If you use that Menu, you should be able to specify starting at the beginning of any Chapter you've already started. If you do use the Chapters Menu though, any prior game progress is automatically deleted because the Fran Bow game only keeps one save game at a time when you're playing.
Also, since when you restarted the game the last time, the feather was available, it does appear that the game progress file IS updating properly. But, you may want to try the following steps below to ensure that the game progress file is updating properly while you're playing the game:
- While playing the game, move Fran from one game screen to another.
- Then press the ESC key and then click on the Green Arrow button that appears to return to the Fran Bow "Main" Menu.
- Then click on the "Quit" button on the Fran Bow "Main" Menu to exit the game.
- Then click on the Play Button in the Steam Client software to start up the Fran Bow game again.
- At the "Main" Menu, select the "Continue" menu pick to resume the game where you left off.
- Make sure you are taken back to the game screen you left when you quit the game previously. If you are taken back to the last screen you were on before you quit the game previously, then the save game file is being updated properly.
Also, the save game file is called "savedata.ini" and it is stored at this location (on Windows computers):c:\users\<Your Windows Login Name>\Appdata\Fran_Bow\savedata.ini
If you are using a "Windows Cleaner" program which deletes unneeded files that are over a certain number of days old or that automatically deletes files in certain locations on your computer that are considered "temporary" files, this might explain why you earlier had trouble with resuming a game that you had stopped playing earlier, especially if you hadn't played the game for a few days or weeks before resuming gameplay. This might explain why the game did not resume at the same place you left the game during an earlier gameplay session as you explained in your initial post.
