I'm not sure who said you can assign powers by pressing a number on the bar, but as far as I'm aware, that's simply untrue.
Don't confuse with the ring of purple light, that's potential which is a boost to the desired binding, its not fully implemented yet.
As for the hotkeys, that's a misunderstanding, you cannot assign a spell/binding with the hotkeys, you have to drag them to the desired slot, but those slots DO have hotkeys assigned to them, so whenever you want to use a spell you can bring your hotbar with C and then press it's number, instead of selecting it with the arrow keys and Q.
Q allows you to use the manually selected binding at any time without bringing up the hotbar though.
To my understanding it should work just like normal XP, which means you just get into fights, explore areas, open containers, touch unique items or read book/scrolls and you should also get a fat bonus of "magic" training XP when you encounter one of the "events" which blur your screen and display text.
The dev deliberately made the game as ungrindable as possible, as he hates "grinding" mechanics, so to level up you should just play, explore, fight and not worry about it.
