what os do you have?

Also consider the following:
1. Are your specs up to the minimum?
2. Have verified the game cache integrity through the steam client? (installation is ok)
3. Check to make sure your gfx drivers are up to date through steam client menu.

Basic stuff I know but it could help narrow down the problem

EDIT:

4. Also try to run the game as administrator. I had to do this myself. (Maybe try this one first its quick)

There is also a common problem that stops popcap games from running. You could try this that has often been quoted as a possible fix...

-Go into C:/Windows/SysWOW64
-Find the file called bass.dll
-Delete it
-Start the game

Try copying and paste the steam.dll file from Steam installation folder to the game folder
