I don't know about the Switch, but Steam and XBox controllers have been reported to work. Mouse never worked for this game.
Typically the game tries to use the first device it detects, which often isn't correct. The simplest thing you can try, is to go into your Windows Game Controller settings, in the Advanced options, and setting your preferred device.
Some people report needing to unplug everything that isn't mouse/keyboard, including the controller, then plug the controller back in. Some people uninstall their USB drivers and then do the unplug/re-plug/preferred device thing.
If that doesn't work, you might need to go further with downloading third party software: vJoy and Joystick Gremlin. Then set up a virtual device and map the controller inputs. Then set the virtual device as the preferred device.
