How do you hire cheats and hitmens?

I already searched it on google but still can't find how, the closest thing is an IGN page with cheatcodes

Usually for hiring cheats, you have to "send to discipline" actually catched cheaters, they may join you. For hitman im not sure, its probably accidental.

Cheats and troublemakers are sometimes caught when you send a bouncer to discipline them, and iirc when rivals send hitmen to your casinos you'll be given hitmen so you can retaliate. Some objectives give you cheats/troublemakers/hitmen at the beginning to help you complete the objective, but afaik there is no way of getting more reliably without the cheatcodes.
