Report a translation problem
So in your profile is says that you have played 14,5 hours of Turmoil (!)
I'm wondering if your PC is part of a network or if you share an account and someone else is playing at the same time?
That's why it counts the time, when steam is open. Turmoil must run in the background, cause otherwise it couldn't count the time....
If you want remote access you will see, what I mean.
It makes me crazy, cause I have no idea what is the problem!
And I have played lots of other games via steam, and there was never such a big problem than now!!!
BUT: after that 5 seconds in the task manager only steam is there and i got get mesage I mentioned before "Game couldn't started (Programm is running). For further informations go to the steam-support page"

And in the second sequence it says "all files successful examinded"

And maybe try these steps but don't forget to completely close out Steam first!
1. Load the Steam platform and log into your account
2. Click the Library tab in the menu at the top of the screen
3. Click the List View from the view options on the top right of the screen
4. Right click on Turmoil to bring up a popup menu
5. Click on Properties from the popup menu to bring up another popup box
6. Click on Local files from the popup box menu
7. Click on Verify integrity of game cache from the Local file options
8. Wait for the progress bar to finish verifying your files. Additional files may download
9. Restart Steam
10. Restart Turmoil
Nevertheless I did it again, the only thing what was new, that the bar get 100% said successful, but after restart steam and turmoil the game still don't run!!!

edit: may be an outdated drivers/software thing?
