Vendor items, where to find certain ones?

It's hard to track walkthrough info on this game that aren't videos!

Anywho, I'm trying to figure out/remember where to buy both jet fuel and 4ss feathers, can anyone point me in the right direction?! I'm bashing my head against the wall going around but I just can't seem to find the guy...

I don't remember the vendor, but both of those items drop from paratrolls by quite a bit

I stumbled upon the vendor that sells jet fuel. He's in a portal level 30+ in shattered stone fortress. You get there through "mostly a battlefield" portal in stone fort: central

I have a private wiki that I created to keep track of things like this, including rough walkthroughs, item stats, shop keepers, etc.

If someone were to create a public wiki I could add a bunch of information to it, but I'm too busy at the moment to do it all personally.
