Where do you find the glockenspeils talisman

Where can i find the piece that i use for summonning glockenspeils?

I know the Trenchcoat salesman next to the summoning device sells them to me, but I'm not sure if a requirement must be met before you can do this.

You have to complete the quest to create a talisman in order to buy them, but once that quest is done you can buy as many as you want/need.
