Imperial trade licence?
Does anyone knows where is the trade palace? I can't buy anything in the imperial city because I need a trade licence. I feel I've searched everywhere in the imperial city but nothing that looks like a trade palace. I'm obviously missing something so can anyone help me? Cheers!

In the eastern (right side) two mini-cities/sections of the complex, go to the southern (lower) one. There is a shop in the northeast corner of that area. The shop has something like five bureaucrats selling the license. At least that's my memory of it...
