Online Multiplayer or Even Ranked Mode?
does a online multiplayer exist and with that a ranked mode?
or can you generally "level up" your level/points?

Online multiplayer exists, where you can play with a friend (by invitation) or a random opponent. Ranked matches are on the Ultimate type only, both on Singleplayer and Multiplayer, but not Hot Seat. So the level system works both in single- and multi-player type games, it's more general this way, it's not limited to the multiplayer option only. Tournaments don't exist yet. It's tempting to make such a mode, but I don't know how popular it will be and it's pretty hard to implement - but I haven't taken a definitive decision on this yet.

i would not invest time in tournament modes. i dont think people will stick to it.
so since there is a level system, does a matchmaker exist which just let you play with guys with a similar rank?

Yes, if you chose Multiplayer Steam and Random Opponent, the game tries to match your rank to your opponent's, but this depends highly on the available players looking for the same game type at the same time.

will it then mix me up with anyone who is online or just doesnt find a match then for me?

It mixes you up with anyone who is online. The rule for matchmaking is this: out of all available games, search for an opponent with a rank as close as possible to yours, then connect and play. If you are level 5 and the search returns 3 games ranked 10, 1 game ranked 1 and 2 games ranked 4, then you will be connected to one of the level 4 players, because they're the closest to your rank. However, if you are level 5 and the search returns only 1 result as a game ranked 47, then you will play with a level 47 opponent.
