This. It's a stylistic choice returning from the Banjo-Kazooie series the 8-10 returning devs were known for.
What are "the times?" Does EVERY game have to have a voice acting budget? It's literally just a stylistic choice, like the King having a record scratching effect in katamari damacy. No one's forcing anything on you.
The "Actors" were the devs, just coming in to do the voice motifs. Is this... is this a major problem for you? A game not having voice acting? Need your Tom Kenny, Chris Sabat, and John Dimaggio fix?
Have you played Banjo-Kazooie? It's the same style.
Then why the ♥♥♥♥ are you even here complaining about this?
Just play the games you actually own.
But you still haven't answered my question. Why is NOT having full voice acting in every video game a serious problem? Undertale Doesn't Have it. Katamari Damacy Doesn't have it. Shovel Knight Doesn't have it. Warioware gold had it, but maybe they shouldn't have. At the end of the day, like the other guy said, it's THEIR design choice. I can't comprehend why anyone would get triggered over this.
