Okay, how do I get to the last world?

I got all the first four tomes unlocked and expanded, no idea where to go next though. The last ability I picked up was Reptile Rush in Capital Cashino.

Head backwards a little from the Cashino Tome, and watch the left (Or the right, if you're headed towards Cashino, rather than away from it) - there's a stream of what looks like some radioactive goop. Trowser is over there.

Hm, this doesn't work for me. He's still standing at the spot where he gives you the camouflage move.

Do you have to defeat all the bosses or something? Or maybe collect a certain amount of pagies in the casino? I only unlocked and expanded it and went in to get the ability from it.

Get one pagie in the world and he'll move.

I don't know what the criteria for being able to advance to the next world is. It's not fighting the bosses, anyways- I beat the final boss without encountering the Cashino boss. But I'm sure you need to get a least a few Pagies.
