It hasn't been enabled yet. They're still refining and balancing it.
As for level 60 cap, they're considering how to do it without pissing people off. It's being included because people asked for it, so they're treading carefully on the implementation of it. There were complaints in VH2 about stat inflation and too many Skills, so they want to make sure they don't repeat their mistakes.
For some classes, like Elementalist, maybe it's true. But for classes like Constructor there are way too many more or less useful skills. So at least level 60 is required.
Additional sub-skills can be added to less attractive skill choices to make them more effective to those who find them lacking.
We don't necessarily need more skills. We just need ways to spent points that will make skills more effective.

It's been over 2.5 years now since this post. Do you have an estimated date for releasing it yet? It's in the Journal, Glory is in the game, but the last patch note referring to it said that it was removed. There's no way (that I've found) to start it in game. Did I overlook it somehow?
Pathetic. I was a fan, and played the first two games in the series, and this one as well. But no more, I'm not buying Final Cut or anything else from Neocore. I don't support buying abandonware while the maker continues to profit and produce other products, which they'll presumably also leave in an unfinished state and with significant bugs like this one.
Caveat Emptor. Now you know how Neocore operates, hopefully before purchase. I wish I had.
After Van Helsing III, Neocore combined all three Van Helsing games into the "Final Cut" game. It was given for free to everyone who bought the 3 separate games.
In Final Cut, level cap was raised to 100, the game was reworked, skills were reworked into circular skill trees and instead of a neverending story, they added 5 new difficulty levels and semi-randomly generated Scenario mode with an attempt at endgame incentives. I'm pretty sure there will be no Neverending Story in Final Cut, so don't expect them to add it to the 3rd game.
Besides, all the Neocore staff is active, because they are working on Warhammer 40k Inquisitor Martyr.
