Inventors Workshop... i dont get it

Build workshop - Get enough Elite Housing population (100 for every patron), click + signs in Workshop to assign patrons.

1)Build the inventors workshop.
2)But that isn't enough, you have to assign those patrons to it by clicking on the building and then using the plus sign like you assign them to trade.
3)You get 1 patron for every 100 Rich population.
4)For the lense you have to assign 2 patrons to the inventors workshop, so you have to have atleast a rich population of 200.
5) Once you assign 2 Patrons the lense will be developed.

Last step @ botanic garden, ~ 2000 rich people, assigend 3 patrons to the workshop but no progress, whats wrong? :/
