I gather it was a top down/birds eye view like this game not a sidescroller?
So many great games back in the C64 era, it wasn't Cannon Fodder by chance either?
There was Rambo also?
Others good one's i remember playing a lot though not strictly like you described were Zombies Ate My Neighbours, Alien Breed, Gauntlet, Airborne Ranger were all great top down shooters and who can forget the amazing Paradroid :)

Sorta...there was a NES game called Jackel where you are the jeep but it plays a bit like this.
Who Dares Wins was kind of an indie version of the big boy Capcom Commando but i am sure it came out before Commando, i might be wrong however.
I prefered Who Dares Wins at the time as it was the first one i played, i still remember me and a friend from school both competing with each other seeing who could get furthest and seeing who was going to be the first of us to beat it lol.
We were the same with Space Harrier as well :)
